Drivers with vehicles that are registered overseas and who are issued parking, bus lane and congestion fines can currently avoid paying the fine as local authorities are unable to trace them. However, a new Government plan seeks to rectify this by allowing the DVLA to approach its counterparts in other countries to gain the contact details for the registered owners of the vehicles, thereby preventing 700,000 unpaid penalties a year being cancelled.
