The Department for Transport is to start a public consultation on proposals to increase the number of points drivers receive depending on how much over the speed limit they are.  This proposal will mean that drivers could potentially be banned after two speeding offences.  The Department for Transport says that its aim is to ensure that the punishment better reflects the degree of excessive speeding by motorists.
