Speed Limit Reduced in Towns and Cities?

The government's road safety advisers say that the speed limit in towns and cities should be reduced to 20mph. According to their report, this will dramatically reduce the number of people killed or injured, and should be enforced via speed cameras that measure a vehicle's speed over a certain distance. Critics say that this proposal may not be successful at reducing accidents as drivers would be watching their speedometers more than the road.

20MPH speed limits mean drivers will pay too much attention to speedo rather than driving at an appropriate speed. I understand that more die in a 20 mph zone accidents than in a 30. There is also the contributory negligence of padestrians failing to take care.
