The BBC has obtained figures that show that 2% of drivers caught speeding in southern England over the past three years had their vehicles registered abroad. This means that as the police do not have a database that enables them to search for foreign licences, the 7,000 plus drivers avoided prosecution.
If the drivers have a British address and a foreign licence, a change in the law in 2009 enabled the police to fine the drivers more easily.
Thames Valley Police said that it was hopeful that there would be better integration between police services across Europe in the future.
