A recent trial on part of the M42 has reduced congestion by allowing drivers to use the hard shoulder during peak periods. The Transport Secretary, Ruth Kelly, has said that the trial has proved that the congestion is reduced and vehicle emissions fell, without compromising safety. Whilst the hard shoulder is in use, the speed limit is reduced to between 40-60mph and is enforced by speed cameras. Emergency refuges have been built at 500m intervals for broken-down vehicles, and as the road is constantly being monitored by CCTV if a vehicle is not able to reach a refuge the lane is closed and other vehicles warned by overhead signs.
